What Policy 5S-105 says

Except where the policy allows it, students may not use a personal electronic device at school during school hours. The device must be stowed away, secured by the student and set so it can’t receive notifications. The policy covers phones, smartwatches, AI glasses and similar technology, but not school-provided devices.

Elementary students may not send or receive messages or make calls during the school day; a student who needs a parent uses a device in the office with permission. Junior high and high school students may use phones during class changes and at lunch, but not to text or call while out of class on a hall pass. Principals can restrict use further, including at lunch, and are expected to tell students and families about any extra school rules.

In every school, students may use a device to respond to an imminent threat or a school-wide emergency, to use the SafeUT Crisis Line, as an IEP or 504 plan describes, or for a medical necessity. A parent can also ask for brief, one-time use in the office outside instructional time, with an administrator’s approval.

How it fits Utah law

Utah’s SB 69 (2026), signed March 18, 2026 and in effect July 1, 2026, amended Utah Code 53G-7-227 so that the default rule bars student device use for the full school day by the bell schedule, including lunch, recess and transitions. It requires exceptions for an imminent threat, a school-wide emergency, the SafeUT Crisis Line, an IEP or 504 plan and medical necessity, requires districts to allow brief use when a parent asks, and lets districts allow other times. Davis used that option to keep class changes and lunch open for secondary students.
